Register the <C-h> help-prefix bindings into the supplied handle’s Builtin layer at BindingMode::Normal.

Looks up each row’s canonical command name in the CommandRegistry. If a name doesn’t resolve (catalog drift — every help-prefix command should be registered at boot before this pass runs), emits a tracing::warn! and skips the row rather than panicking; matches the K.2.4.A.0.3 translation-pass convention.
