Deduplicated and sorted; a removal is reported as a change (the consumer stats it), because an index that cannot see deletions offers destinations that no longer exist. A non-UTF-8 path is skipped rather than failing the batch — walk’s rule, for walk’s reason.

No plugin id crosses: a guest only ever receives its own watch.
