Suppress boot-time plugin auto-discovery for this process.
Now that the default is sealed this is only meaningful after
enable_autoload — a binary turning discovery back off, or a test in a
process that enabled it. Kept because it is the honest inverse and because
existing callers state their intent, which is worth reading even where it
is a no-op.
