Register the slice 8.g.i Normal-mode catalog into the supplied handle’s Builtin layer. The legacy input::translate_normal keeps its match arm for the bindings not yet in this catalog.

actions is the App-side action ID table (slice 8.i; see docs/dev/notes/8i-approach.md). Bindings that historically fired an Action::Foo directly via bind_legacy get migrated to bind(... CommandInvocation::of(actions.foo) ...) as the per-batch slices land; the rest stay on the bridge until their batch’s turn.
