MB.2e: how tall the : command line grows when expanded into
its full-modal mini-buffer band (<C-x><C-e>). half (default)
claims half the frame; full grows as tall as the frame allows
(one pane row kept); a bare integer pins a fixed row count. Pure
render policy — both peers resolve it against the live frame
height via ExpandHeight::rows.
