NOTIF.1b: corner-anchored notifications, as the renderers see them.
Published into RenderState the way every other per-frame surface
is, rather than read back through the editor — and that is not
stylistic. In production the renderer holds an EditorActorHandle
and reaching the editor is a blocking RPC; a per-frame round-trip
asking “any notifications?” would sit on the paint path, which is
what paramount goal #1 forbids.
