DL.3b: generic per-buffer inline virtual text, merged beside the LSP inlay hints when the pane’s cells inputs are built.

The inlay peer of ExtraHighlights, and generic for the same reason: it is the home for virtual text the grammar and the LSP cannot produce — a listing’s leading icons today, a plugin’s trailing annotations tomorrow. Written by the Editor’s drain of lattice_mode::PendingInlays, never by a renderer.

Empty is the universal default and renders byte-identically.
